Although the spending restriction is an efficient restriction, the Division of Justice’s actions show the necessity for changing federal regulation.

In the paper, I argue that that view is inaccurate, and can be shown to be so by reference to the latest jurisprudence of the UK Supreme Court — together with, paradoxically, instances wherein Lord Neuberger played an instrumental role.  This means, amongst different issues, that people can take human rights cases in domestic courts
